In what box are you entering 70%? Are you talking about fill %?
It applies to the £40. For example if £10 is matched initially then £10 will immediately be placed at 40 ticks below the matched odds. The tick offset will still be active at the point becase 40% of £40 (£28) is not matched. If another £18 or more gets matched and some of the £40 is still unmatched then another offset bet will be placed and the remaining unmatched back bet will be cancelled. ie. it is at least 40% filled. It is for you to decide if this is useful to you or not.
"Ticks = %" means that the number of ticks represents a percentage instead of ticks so if your back bet is matched at 2.8 then the lay bet will be placed at 40% of 2.8 which is 1.72.
