Hi,
I think that there is an internet routing issue affecting some non-UK customers.
If the call to fetch the Market data times out because of a slow response the software will try again and will go into a loop retrying until it loads.
But after that many retires I would say that it isn't going to load.
All you can do is wait and try again later or if you have access to a VPN, try that.
